CommissionerOrtegaalsohighlightedMassachusetts’landmarkFinancialAssessmentandRiskMonitoring(FARM)law,amodelthathasreceivednationalinterestfromcounterpartslookingtoprotectstudentsfromsuddencollegeclosures.TheFARMlawallowsthestatetoplayaconsumerprotectionrolewhencollegescloseormerge,inpartthroughmonitoringfinancesandrequiringcontingencyplanssothatstudentscantransferwithminimallossoftimeandcredits.Theprocessismeanttooidprecipitousclosuresandensuremultipleoptionsforstudentswhenaclosuredoesoccuramidashiftinghighereducationlandscape. “LearningfromtheexMassachusetts Department of Higher EducationperiencesofcolleuesnationallyisessentialtoourworkinMassachusetts,andwearealsoamongtheleadingstatesinareaslikefreecommunitycollegeandincreasesinstatefinancialaid,aswellasconsumerprotection,”saidOrtega.“AsMassachusettsbuildsonlastyear’shistoricfinancialaidinvestments,wehemomentumtowardcreatinganequitablesystemofhighereducationthatcanensuresuccessforallstudents.” GovernorHealeyandLieutenantGovernorDriscollSign$57.78BillionFiscalYear2025Budget ThebudgetmakescommunitycollegefreeforallstudentsthroughtheMassEducateprogram.ThisbuildsonthesuccessofMassReconnect,GovernorHealey’sinitiativetomakecommunitycollegefreeforstudentsed25andolder,whichdrovea45percentincreaseinenrollmentforthisegrouplastyear.
